Is this only for towns?

No — the same platform runs for villages, highway and water/sewer districts, and private crews. Towns turn on the public-facing layer; everyone else turns on job costing.

Does it handle CHIPS reporting?

Yes. Hours can be tagged CHIPS-eligible at clock-in and documented for reimbursement, so the paperwork is a byproduct of the work instead of a month-end scramble.
